Crimes Attributed to Amanda, Militant Disloyalist
All reports are verified by sources familiar with the subject’s activities. All incidents have been positively identified as being committed by Amanda, violent and uncontrollable Disloyalist who appears to hold power over the insignificant Disloyalist Militia.
Norzhi Bombing Targets Power Plant, Rioran Elites and Citizens

4.12.536 – Norzhi District, Galio
Devastation reigned in the Norzhi District, a mixed Rioran-Galion residential district, where a series of large-scale bombings led to the deaths of 8 Rioran elites, 122 Rioran citizens, and hundreds of others. Starting at 08:32, when Riorans typically leave for their productive jobs, the bombings cascaded for nearly 10 minutes, culminating in the destruction of the Norzhi District’s Rioran Power Plant.
Rioran fire troopers were on the scene within minutes of the first explosion, containing the damage to impacted buildings only and preventing the type of widespread destruction the attack was no doubt intended to cause.
Witnesses state that the bombings were coordinated by a woman with a large facial scar confirmed to be Amanda, the miliitant Disloyalist responsible for numerous smaller-scale bombings throughout the city. Her violent and vicious nature is an extreme even for a Galion, and all who identify her are urged to seek safety and report her presence immediately.
One bold Rioran elite recorded Amanda walking away from the power plant minutes after the bombing. The video underwent screening by the Watchers and is verified. Her composure following the attack raises significant concerns about the morality of Disloyalists. Why we tolerate the Galions’ survival at all is a common question for debate among the elites.
Individual services for the Rioran elite will be arranged by their families, and a group service for the Rioran citizens will be held once all bodies are positively confirmed and families notified. All others will have families notified upon likely identification.
Rioran Elite Edward Vlessen Assassinated by Disloyalist

17.4.538 – Library District, Galio
One of our Rioran elites, Edward Vlessen, lost his life to a violent Disloyalist at 14:56 while presenting certificates of achievement for courage to young elites. The young elites snapped into action. Two performed potentially life-saving medical interventions while the remaining six secured the area. Despite their heroic efforts, the Disloyalist managed to trigger bombs in a nearby building before fleeing.
One young Rioran elite, Alaina Narne, sighted the assassin and pursued her on foot before recording a brief exchange in which she states that the Disloyalist threatened her and warned her not to speak. Being a loyal elite, she promptly turned the footage over to the Watchers. The Rioran Observer has received exclusive authorization to air a selected portion of the video here.
The woman in the video has an easily identifiable facial scar and was positively confirmed to be Amanda, an extremist Disloyalist whose brutality has shocked our city multiple times. Watchers warn that she is armed and extremely dangerous, and caution against approaching or engaging with her.
Edward worked closely with Galions in his job at the charity organization We See Galio, which assists troubled Galion youths with relocations to more suitable districts. Like all who work with the native population, he adopted a Galion name to avoid potential assassination through the Galion’s toxic ability to kill through true names. Such caution, however, was not enough to protect him in the end.
A government service for the elite will be held in consultation with the family. Donations can be made in his name to his beloved charity, We See Galio.
The Rioran Observer, in collaboration with the Watchers, has set up a tip line for any and all Disloyalist reports. All loyal citizens are expected to report at the first sight of a suspected Disloyalist.
